Julie Dubé Gagnon est juriste et coopérante volontaire ASFC au Guatemala depuis le 28 juin 2010. Elle appui le projet de renforcement de la représentation légale en matière de litige stratégique de droits humains au Guatemala, au sein du Bufete juridico de derechos humanos de Guatemala, de l’avocat Edgar Perez, représentant les victimes de violations graves de droits de la personne.

Update on the Dos Erres Case in Guatemala

The tension between international and national law appears to be a key factor in Guatemala.  This is particularly the case when confronting impunity for the high ranking officials who committed some of the most heinous crimes under the auspices of fighting insurgency groups.  This tension is evident in the case of Dos Erres.

Crisis in the Attorney General’s Office in Guatemala, June 11 Update from Volunteer Cooperant Keiran Gibbs.

From hope to despair to hope, that has been the political reality for the last week.  Just a few weeks into his recent appointment as Attorney General and organizations from civil society, along with many prominent human rights activists, such as 1992 Nobel Peace Prize Loreate Rigoberto Menchu, were demanding the resignation of Conrad Reyes.  On Friday, June 11, 2010, the Constitutional Court announced that the selection process to nominate the Attorney General, which occurred roughly three months ago , was unconstitutional.  The Court found the selection process was flawed when the election committee submitted the same list of candidates after having been told to revise the list. As a result of the Constitutional Court’s decision, Conrad Reyes has been ordered to step down in what is now certain to be the record short post for a country known for early terminations of Attorney Generals.  In the interim, Maria Mejia, who has fifteen years of experience with the public prosecutor´s office but little known experience in human rights work, will be acting as the Attorney General.

ASF a participé, à titre d’organisation invitée, à la conférence internationale convoquée le 15 juin 2010 à Paris par l’International Legal Assistance Consortium (ILAC) et l’Union internationale des avocats (UIA) pour les organisations membres d’ILAC intéressées à la coopération avec Haïti en matière de justice.

First Report of Keiran Gibbs, Lawyers Without Borders Canada Volunteer Cooperant in Guatemala

I recently began a two-month summer term as a cooperant with Lawyers Without Borders Canada.   In this role I will supporting a well known- and well worked- human rights lawyer in Guatemala. Many of his cases involve representing particular victims that are either directly impacted by a human rights violation, or are the family members of disappeared people who are seeking justice both for themselves and on behalf of the memory of their missing loved one(s).   Dos Erres is a prime example of such a case.

Blog Entry-June 3, 2010 Volunteers—A key component of Lawyers Without Borders Canada’s Project in Guatemala:

Lawyers Without Borders Canada’s Guatemala Program is pleased to announce that our first legal volunteer cooperant is currently in Guatemala assisting the human rights law office led by Edgar Perez, our primary local partner in Guatemala.  This human rights law office, while small and minimally staffed, takes on some of the most important criminal and human rights law cases in the country, seeking justice both for crimes committed at the height of the conflict in Guatemala, and violations that occur in present day.

Plus de 30 personnes participent à la consultation d’ASF sur son projet en Haïti

Le 15 avril 2010 avait lieu dans les locaux du Barreau du Québec à Montréal la première consultation organisée par ASF sur son projet Justice d’urgence et de première ligne en Haïti. Plus de 30 acteurs de la justice, de la coopération internationale et de la diaspora haïtienne y ont participé.

Mission ASF Canada en Colombie….suite

La deuxième semaine de la mission d’ASF Canada (ASFC) en Colombie, conduite par Me L’Anglais et Me Rousseau, s’est déroulée dans le département du  Valle del  Cauca,  particulièrement à Buenaventura, Cali et Popayán auprès des communautés afro-colombienne et autochtones Nasa et Yanacona.

LWB Mission in Colombia – continuation

In Popayan, a beautifully restored colonial city called the White City (la ciudad blanca), representatives of Lawyers without Borders Canada (LWBC) met with approximately 25 Nasa Councillors to deliver five letters of support from as many Canadian First Nations Grand Chiefs from Quebec and British Columbia, as well as leaders of Aboriginal Justice programs.  This show of international support from other Aboriginal peoples was received by Nasa leaders with emotion and gratitude, not unlike what had occurred the preceding week with Awa community leaders.
